Location | Madagascar

Contract Type | up to 30 days with potential to add additional days

Expected Rate | ~$350/day

iDE Madagascar

iDE is exploring opening a permanent office in Madagascar. This would require iDE to register as an international NGO and establish a functioning office. We anticipate project work starting as early as September 2023, working with local partners for the delivery of multiple projects. Given the expected lead times for NGO registration in Madagascar, as well as the time it will take to scope options for a suitable office and employment of staff in multiple locations in the country, iDE is seeking a consultant immediately to lead on the business development responsibilities related to program startup.


The role and essential requirements

The Business Development Consultant will report into iDE’s HQ Business Development team, and work closely with Directors from our HQ Operations team and Programs (including WASH, Climate Resilience amp; Agriculture, and Design) and Finance teams.


They will work to explore iDE’s business development aims in Madagascar more broadly.


Successful candidates will have previous experience working within, or as an advisor to, international NGOs or relevant businesses, and project start-up experience. Previous experience in Madagascar is strongly preferred. Candidates must possess a problem-solving, proactive and collaborative mindset allowing them to operate and contribute to iDE’s Madagascar expansion ambitions effectively. Finally, they will have the ability to act as an ambassador and develop relationships for iDE externally, be commercially savvy and able to establish and work with iDE’s Business Development Team.


The priority responsibilities and job functions for this role include

1. Liaise with potential and current iDE local partners to source operational and financial information as required by the Business Development team, as well as supporting any required due diligence processes. Build relationships with partners and donors with the goal of cultivating funding opportunities.

2. Provide costing and budget support to the iDE’s Business Development team to develop a competitive and realistic operational budget for program delivery, including:

a. Seeking other organizations’ salary scales or general pay practices

b. Determining unit costs for key program delivery line items

c. Determining office operational and other direct costs required to deliver on programmatic commitments as well

3. Recruitment:

a. In collaboration with iDE Business Development Team and iDE AfCA Global Operations Team, draft, review, and finalize JDs/TORs for future positions for program and operational platform setup.

b. Facilitate local posting of openings for future program and operational platform setup positions in relevant spaces or platforms (local newspaper, social media networks, job websites, etc.)

c. Identify and interview potential staff for future program and operational platform setup, as directed by iDE HQ and Technical leads.


Line management responsibilities

There is no requirement to manage staff in this role.

Requirements

Requirements

At least 5 years in a professional business development or operations role either with an international or large local NGO, or relevant private sector business. Experience with USAID proposals and regulations preferred.


Fluent spoken and written French required. Good spoken and written English and Malagasy strongly preferred.


Excellent networking and interpersonal communication, able to engage a wide range of contacts from senior government officials, leaders of organizations, as well as development staff.


Proven network of development professionals with experience working in Madagascar across the various positions that iDE needs to hire.


Proven ability to:

Recruit and attract talent to organizations for project-level and program-level work

Create workplans and work independently
