iDE Madagascar

iDE is exploring opening a permanent office in Madagascar. This would require iDE to register as an international NGO and establish a functioning office. We anticipate project work starting as early as September 2023 working with local partners for the delivery of multiple projects. Given the expected lead times for NGO registration in Madagascar, as well as the time it will take to scope options for a suitable office and employment of staff in multiple locations in-country, iDE is seeking a consultant to lead on the operational and administrative responsibilities related to program startup.

The role and essential requirements

The Operations consultant will report into the iDE Africa amp; Central America (AfCA) Global Operations team, and any designated HQ leadership role posted in Madagascar. They will also work closely with Directors from our HQ Programs (including WASH and Design) and Finance teams.

They will be responsible for identifying legally compliant, time- and risk-sensitive, budget appropriate options for registering iDE with the relevant authorities in Madagascar. They will work to scope and cost out options for iDE’s operational options including office requirements, providing clear recommendations and comparisons to enable iDE HQ to make informed choices that address the technical and operational requirements of project delivery; as well as iDE’s business development aims in Madagascar more broadly. They will work in conjunction with the BD Consultant to understand iDE’s business development aims in Madagascar more broadly and how these aims relate to potential office and staffing requirements.


Successful candidates will have previous experience working within, or as an advisor to, international NGOs or relevant businesses, and project start up experience. Previous experience in Madagascar is strongly preferred. Candidates must possess a problem-solving, proactive and collaborative mindset allowing them to operate and contribute to iDE’s Madagascar start-up ambition effectively.


The priority responsibilities and job functions for this role include:

1. Oversee and manage the legal registration of iDE Madagascar in coordination with iDE HQ

2. Scope options for office / operational platform to deliver donor projects in line with inception timelines and any other critical setup lead times:

a. Create criteria for office / operational platform identification and shortlisting

b. In collaboration with BD Consultant, complete scoping and research to create office / operational platform shortlist, including cost-benefit analysis given likely program and future business development requirements

c. Present up to three options to iDE HQ with clear details provided and justification for selection as shortlist

d. Initiate negotiations and agree on terms with the direction of iDE HQ

e. Identify potential Employer of Record agencies that could support iDE with recruitment, payroll and other necessary actions for start up until the authorised registration is approved

3. Recruitment support:

a. In collaboration with the iDE Proposal Development Team, iDE’s Business Development Consultant in Madagascar, and iDE AfCA Global Operations Team, review and finalize JDs/TORs for future positions for program and operational platform setup

b. Support BD Consultant to identify and interview potential staff for future program and operational platform setup, as directed by iDE HQ and Technical leads

4. Support BD Consultant to provide costing and budget support to the iDE Proposal Development team to develop a competitive and realistic operational budget for program delivery, including:

a. Developing recommended compensation frameworks for locally hired and international staff

b. Determining unit costs for key program delivery line items

c. Liaising with iDE’s local partners to determine the possibility of asset sharing, co-location and other operational efficiency solutions during the iDE Madagascar startup stage
