iDE is seeking applications from qualified candidates for a Finance and Compliance Director for an anticipated five-year USAID-funded Madagascar Urban Sanitation Activity. This project aims to support the Government of Madagascar (GoM) to lead the sector and improve access to and use of sanitation products services in selected urban and peri-urban areas by strengthening the enabling environment for sanitation, improving the supply of and demand for sanitation products and services and improving key behaviors that contribute to the activity objectives.

Scope of Work:
This position is based at the iDE office in Madagascar and reports to the Chief of Party of the Urban Sanitation Activity. The Finance and Compliance Director is a critical member of the iDE Madagascar leadership team. The Director will be responsible for overall financial and administrative oversight of the program, ensuring compliance with USAID and iDE financial policies, and timely and accurate financial reporting for the project. The Finance amp; Compliance Director prepares financial reporting that strictly complies with USAID reporting requirements for the Urban Sanitation Activity Project and all subawards, including oversight of a proposed WASH catalytic fund. The Director will ensure that financial audits are performed in accordance with expectations of USAID. This includes annual financial statement audits and donor stipulated audits.

The Finance amp; Compliance Director will maintain close coordination with subpartners in the project consortium with regards to financial and operational management. Direct reports include finance and administration officers based in the capital and in the intervention towns. This position also reports indirectly to the iDE Regional Finance Manager (RFM) in a matrixed reporting arrangement, communicating and collaborating with RFM on a regular basis to ensure achievement of goals, with performance feedback given by both the Chief of Party and the iDE Madagascar RFM.

Key Duties and Responsibilities

  • The Finance and Compliance Director will provide technical support to the Chief of Party to ensure efficient management of the operational aspects of the Urban Sanitation Activity. He/she serves as the focal point for the compliance of contractual requirements, policies, USAID regulations and local laws.
  • Responsible for overall management of financial and administrative aspects of the project, including procurement, sub-award management, the management of accounting and financial transactions, financial reporting, and management of daily administration.
  • Lead the development of administrative and operations management systems and processes and ensure processes are compliant with USAID policies and regulations.
  • Maintain management of expenditure of donor funds and prepare financial reports in line with USAID requirements and iDE policies and procedures.
  • Review, provide input, and periodically update operations, administrative, and financial policy and protocols.
  • Produce, review and analyze monthly Budget vs Actual reports and forecasts.Responsible for budget forecasting, expenditure tracking, and financial analysis.
  • Responsible for timely and accurate preparation and management of internal and external financial audits.
  • Manage, administer, and direct the control of the budget, and administrative and potentially human resources functions.
  • Review partner budget and financial reports for correctness and conformity with iDE and donor regulations.
  • Lead a team of professionals, encouraging a collaborative and positive working environment.
  • Prepare quarterly VAT Reports and USAID Accrual Reports.
  • Provide administrative, financial, accounting and other technical direction as required to iDE staff and partner staff.
  • Experience with NetSuite preferred, ability to work within financial software packages required.
